Conference Papers
In the lead up to the conference, a group of distinguished specialists were asked to prepare short working papers on specific aspects and presenting policy options.
Several of the papers analyze a particular issue or set of issues, describe the current state of debate or negotiations involved, depict the players involved, outline obstacles and opportunities present and put forward action recommendations considered by the conference.
In addition to the main conference working papers, participants were invited to submit other background documents for publication on the conference website.
