Promotion of an Entity to become the "Legal Voice of Nature"

Even if an operational right to a clean and safe environment as proposed above is realised, there will be situations with environmental degradation or resource depletion where it will be difficult for a particular individual or community to exercise that right because there is no direct threat. This for example could be the case when because of climate change in a remote area a rare butterfly species could become extinct or when an oil spill at the high sea causes fish stocks to collapse.

There then needs to be an entity which can speak out de jure for this species, because nobody else will. Ideally such an entity should become a recognised "Party" in international law, which for example can enforce cleaning up of pollution or restoration of habitats.

The programme will further define the situations requiring such an entity, describe the criteria for establishment of the entity and see whether (an) existing organisation(s) would qualify.
